Eligibility
Screening
for IL
farmworkers

The Illinois
Migrant Council provides Title I D Section 167 Workforce
Investment
Act services for migrant and seasonal farmworkers (MSFW) in the State
of
Illinois. Through the Memorandum of Understanding (MOU) with
the
Local Workforce Investment Board [being developed], IMC
participates
in the one stop center delivery system.
The
following criteria
for farmworker eligibility is being
given
to assist staff of the LWIB's one stop center or Illinois Employment
and
Training Center (IETC) and other partners for the referral
of
potentially eligible farmworkers to the nearest IMC
field office.
These
screening criteria
represent only an overview of the minimal prerequisites for
eligibility.
Additional information will be required as part of intake and
eligibility
determination by IMC.
The
individual may be farmworker eligible for WIA Title I 167 if
he/she
is a seasonal farmworker or the
dependent
of a seasonal farmworker.
Farmworker
is
defined as an individual who:
| 1)
was employed
at least 25 days in qualifying farmwork or earned at least $800 in
qualifying
farmwork during the eligibility determination period (12 consecutive
months
in the pevious 24 months), and has been primarily employed in farmwork
on a seasonal basis; and |
| 2)
has over 50%
of total income or total time earned in qualifying
farmwork during the eligibility
determination
period (12 consecutive months in the previous 24 months).
Types
of qualifying
farmwork are defined under SIC and NAICS codes.

Other
eligibility
criteria include:

The individual
has work authorization documentation. |
| 4)
The family's total income meets OMB or LLSIL poverty guidleines for
family
size. |
| 5)
As with mainline
WIA, the individual must meet Selective Service Registration
requirements,
if applicable. |
